What do you mean exam fee ?
The cost for appearing the CAT exam?
If yes then we ll come to know about it only after the notification is published and it should be around INR. 1100/1200 for general category students and half of that for SC/ST.
By default your name is considered for IIM selection. But for applying some other institutes you have to buy their forms and that can cost anything between 100 to 1500.

yes, you can give cat any time you want but it would be better to give after completing ur ud cource
